Since letting property is the business/work of the Landlords, the Health and Safety at Work Acts apply (to both the gas and water systems).

Are you saying that a rented property must have the stored water at minimum of 60C and a blending valve on the DHW outlet, to eliminate Legionella?

It should conform to the L8 recommendations, usually CW storage tank (if any) should be clean and insulated, 100% turn-over every 24 hours, HWS stored at 60degC, 50 deg C from any hot tap within 60 seconds, etc.. Most landlords would fit combis, I'd guess.

If someone croaked from legionella, the HSE would be testing water systems to find the source. If it's was contracted in rented accomodation, the landlord could be held responsible.
