Oil leak

so oil well burns and leaks oil.... sholdn't they install some sort of boom a mile out, surrounding the rig (all rigs?) for such an incident?

I think the quantity of oil would soon inundate the boomed area.

Yep, it emulsifies so well in sea water the the US Coastguard has just issued a warning about the oil spill reaching land.

Emulsified oil has a lower density and travels lower in the water strata thus travels under the boom.

Refined 20W50 engine oil might do, but this isnt refined oil, its Mexican Crude. Crude oil is a mixture of every fraction of oil there is from petroleum, paraffin, light oils, machine oils, engine oils, and down to butumen and tar.

Crude oil in sea water behaves in a specific way. The light factions evaporate off, the medium factions disperse into thin films, the heavier factions might emulsify, and the heavy factions do nothing, they just float and stick to stuff and make a mess, and take years to disperse or weather.
