So tell me what tax directly or indirectly it is that you think the council uses for house maintainance .

councils have various sources of money: council tax, central govt, return on investments, sales of assets, income from housing benefit and rent

it all goes into one pot, from which costs like council house maintenance are paid out from, you cant say which, its one pot
