No, it doesn't show that you can use them.

It expresses the NICEIC's (or someone therein's) opinion.

However if you actually go to BS 7288 the current Standard CLEARLY states that these devices CANNOT be used to provide additional protection. I do not believe that a future Amendment to BS 7671:2018 is set to permit these devices. (Otherwise they could have included it in Amendment 1 quite easily, which was published in February.)

Are you saying the use of these sockets is prohibited?

Whatever any document or someone's opinion says, the fitting of such a socket to a circuit where there was no circuit RCD protection before (and even if there was) is clearly, by definition, giving additional protection to users of equipment plugged in to that socket - if only because, I believe, the socket will not turn on if the CPC is not connected.

It's not from the IET, much less from JPEL/64.

In fact if you read the IET Forum the general consensus is that the devices were deliberately precluded from BS7671.
