No, start with education inspectors, maybe local council ones; moving on to SS if neglect of any kind (educational or personal) is seen or suspected. The latest new law would give councils the right to remove the parental choice to home school.
Would an assessment of the parents suitability to school their children at home be better? There's a world of web to allow them greater freedom in choosing the course their kids can take these days.

It might well be better. But this latest Bill doesn't go there. An education dept official visiting, having the right to see work and assessments... be a sensible place to start at the mo. A full scale inspection of parental ability to teach is much more time expensive than judging outcomes.

My suggestion would be to accept on principle the idea, but demand curriculums, lesson planning assessments and so on. Which is most of the way to your suggestion anyway.

Unless he was presented with evidence of child cruelty/neglect, then they are just shuffling papers. I doubt he interviewed the child or any witnesses.
