Possible ringing noise in socket

Anytime I stay over at my parents house (which is regular) I'm hearing a small ringing sound in the early hours of the morning before I get up or late at night when I'm going to bed. Both times it's very quiet about the house and I then notice this ringing.

I was thinking it was the electrical socket or other electrical wire somewhere in the room. Although just yesterday the electric was out in the house for a few hours in the morning and I could still hear it.

If it is an electrical wire/socket issue could this wire still ring when there's no electric going through them..

I have it really bad and it's when your environment is at its quietest that you can "hear" it.

White noise is brilliant at covering it up.

At a jet engine test facility, buried deep in bunkers, the residents could hear the humming at night. So something outside is a possibility, if its not tinitus, mechanical equipment or a loose connection.
 
We had something similar a lot of years back, I kept blaming all sorts of electrical things as it sounded rather like mains hum. during building works I'd isolated the cold water (physically disconnected the pipe) just after downstairs WC/sink. for 2 nights there was no hum but 3rd night it kept me awake after reconnexion.
Listening to the pipe with a stick the hum was right there and the same was true for the neighbour.
 
They haven’t got an old smoke detector with flat batteries tucked away in a cupboard have they They can give off some weird noises at strange times Or perhaps some other device
