Not so. The PRV could be a separate item to the boiler
of course it could but I think he's talking about if it could be part of an unvented HW cylinder.

Even so the hydraulic side of the boiler is outside of GasSafe.
Falls under the regs if it's behind a room sealed case, then he would need to be able to show he was competent and have the equipment to perform the 26.9 checks to ensure the boiler was safe once the case was re-fitted.

It is an air to air seal, no products of combustion would enter any room.

It would if there was a leak in the flue and the case was under positive pressure as a lot of the older boilers can be. Or if there was a breach in the main HEX seals.

.... a number of older SE boilers used to use positive case pressure where the fan would push air into the chamber rather than pull it out, would then have to perform a smoke test to check the seals aren't passing.

Anyway it's the regs when it's a room sealed case, guess that's all there is to it. Complain to your MP if you want it changed.
