Apparently there have been medical doctors present at beheadings and they have found cases where the severed head has responded (usually by opening the eyes) to calls of the body's name up to around 30 seconds after separation.

But when the blood pressure in your head drops, you faint.

When your head is cut off, the arteries and veins are open to the atmosphere, so blood pressure will drop to zero.

How can they be conscious?

Do the experimenters control for random movement and twitching?

I'd never heard of it either, also looked it up, found it comes from the Latin paedicare - meaning, as above.
