Can somebody tell me how to calculate radiators to work with condensing boiler for new build room with 2 outside walls and double glassed window 1.2 m x 0.9 m. The size of the room is 2.8mx 2.8m x2.3m high.

Look at the tables provided by manufacturers, and take 10% off the given output. I always take at least a size up from that, if not 2

You haven't told us what room it is.

Assuming it is a lounge then 700 watts should suffice for new build.

Then a bedroom @18C would be about 470-500 watts
