radiator sizing

I was wondering if it possible to run ordinary convector radiators at a low flow temperature (say 40) simply by oversizing them as necessary to get the right output? Does there come a point at which the difference between the room and the average radiator temperature gets too small for it to heat the room, or will it work fine as long as the radiators are sized for the lower flow temperature?

How big are your walls?
What is the heatloss?
What is the heatsource?
What furniture do you have?
How is it all controlled?
Are you properly insulated?
What rads are we talking about?

You need to know a lot of these answers. Essentially you need to match heatloss vs. Heat generated. This OS dependant on the variables above.
 
Yes, in theory!

But rad output is not quite linear and the output is reduced at lower temperatures because convection currents dont become very effective until the rad is warmer.
