Do you perhaps mean N-E?Who also thinks there could be a L - E fault on that circuit that is causing the RCD to trip?
The first floor socket may only be turned off at the breaker. The neutral (and earth) are still connected. A slight touch of neutral and earth on this circuit could trip the RCCB.
The 'whole circuit' consists of both live and neutral - but when you say it is 'off', it's probably only the live which is disconnected - so a fault involving just neutral (and earth) remains free to do its thing on the RCCB (but only if there is a significant load on the installation - hence it tripped every time to tried to use anything other than a very small load).That is just crazy.....The whole circuit is off and yet it matters for the RCCB.
I am not using any extension leads.
I had a lot of electrical devices plugged in the same extension lead.

Some people pretending to be electricians might not realise that.I find it hard to believe but some electricians do not realise the need to isolate the Neutral as well as the Live

Did you mean Live and Neutral?You are a genius my friend. I just went upstair. One of the cable runs for the extra sockets being fitted had the live and neutral cables touching.
