Ok everybody
You have an IP rated lighting enclosure with a 20mm knock out missing at the end of a new installation, what is the BS 7671 reg that has been infringed ?
The best I could come up with was 526-03-01
Thanks in advance for any more ideas.

the ip rating of the enclosure has been reduced

if it has been reduced to a level such that it no longer satisfys a reg then that reg has been broken
 
All enclosures have (or can be accorded) an IP rating, the minimum of which is IP2X or IPXXB in order to protect against direct contact by the use of barriers or enclosures. Reg 412-03-01 (refers also to reg 471-05-02)

If you can stick your finger in it and touch a live part then it doesn't comply. Put a blind grommet in it.

You have not been specific as to the installation conditions or means of protection or indeed the ip of the fitting!

Simply putting a grommet in, may or may not not be sufficient fo rthe conditions.
The installer /designer would need to decide whether the fitting was suitable for the conditions and whether the ip rating has been maintained to its original to meet EN60529 1992
As dingbat states, Reg.412-03-01 only states the minimum.
Chapter 52 of Regs. gives guidance on selection and erection.
