That's 'twin and earth' cable, so will be fine for 230V/240V, whatever its size (the smallest available is 1mm² - which itself would be considerable overkill for your fan).
Ah, ok. That I will do in the future. I may be an engineer but I’m no electrician! Anything more complex than this I would definitely pass over to skilled guy who knew things like that.

Correct. When I thought that the diameter was the deciding factor, I rounded to the nearest 0.5mm increment and assumed manufacturing tolerances were the reason it wasn't quite a 1mm.
