I've no desire to recreate the discussion all over again.
But let me be clear, I did not accuse anyone of being wrong, nor of accepting anyone of being right.
My last comment was a "wait and see" suggestion.
The 2016 Act has not yet been tested in the real world.
I proposed we agree to differ until such time as more light is shed on the issue.
That is my present position and will remain until more light is shed.

The act has of course been tested. Prior to the Riot Compensation Act we had the Riot Damages Act 1886. Plenty of claims and payouts.
