Any sort of pulley, hoist or elevator/conveyor will require two people to use - one to load the stuff on and one to take the stuff off.
Its not like fishing where the OP could cast a hook off the scaffold and hook a bucket of compo or pile of bricks or blocks and reel it in.
If he is running down the ladder to put stuff on the rope and then back up to take it off, then he might as well take it up the ladder with him in the first place
