Since we don't know who "these people", are or what they have done, or how reasonable it is to treat them or place them in hostels. that's not a question that can be answered.

It makes no difference how you twist the words people don't want these perverts near their kids.

Two comments from the nursery is hardly an endorsement either, I wonder how many people either refused or gave negative comments. Indeed, I wonder if any parents actually took their kids out of the nursery because of this?
