For information re Australian regulations: -

 
Isn‘t the current minimum distance from a bath/shower 2.5 m rather than the old 3 m?
That used to be the distance between a socket and a shower tray in a bedroom, but I don't know if it's current.
 
Maybe he (or someone else) did and they reduced the socket distance to 2.5m.

Is there a reason for this revelatory move?
 
One *might* guess that they noticed that no-one in the rest of Europe or the USA was dying of things plugged in in the bathroom, so they are 'inching' the distance down until they can remove the UK exception to the standard rule book. If they go slowly enough they can detect the sudden vast increase in bathroom deaths, and stop doing it.
 
It is not a given that a 30mA RCD will prevent death from electric shock.
Quite so - "not a given", even in people with perfectly normal/healthy hearts.

Move away from that situation to those with 'heart disease' (very many of who will not be aware of that" and the 'reassurance' provided by 30 mA RCD protection gets progressively less. There are a good few people around in whom a shock of just a milliamp or three could easily prove fatal.
