I couldn't have put it better myself. One problem obviously is that the 'real cowboys' presumably completely ignore the law (including notification) and so are very difficult to 'catch' - only coming to anyone's intention if some victim complains (to Trading Standards, Rogue Traders or whoever) about them - and that requires that they realise that they are a victim of a cowboy. If they are treated nicely, not ridiculously overcharged and the work done 'looks tidy' and 'seems to work', they probably don't realise that they have any reason to complain.I have no objection to any of the suggestions but it must be the same for everyone - not just the conscientious and law abiding.
However, nothing seems to be done to find the 'cowboys' and it is they who flout the laws and rules with seeming impunity.
Even on programmes such as Rogue Traders (admittedly very poor) the 'culprit' is confronted at the end but do we ever hear about them again?
This country seems very good at regulating the law abiding where no more effort is involved - more a case of the legislature seeming to be doing well and caring.

As I said, IF there were (which there currently isn't) a regulatory body with the power to cut off that entire £10m (or, perhaps, impose massive fines) if they did not cull those who needed culling then, yes, I think they would decide that they could (had to) afford to cull all those who deserved to be culled.Oh no 'Ofscheme' eh?
So if the NICEIC has 25,000 contractors all paying avg £400.00 per year (not to mention the stationary and other extras ) how many do you reccon of us they could afford/be wiling to cull?
Most regulators do both - they keep an eye on things themselves and also respond to complaints they receive.So ELECSA , NAPIT , NICEIC , should be made to join a statutory scheme where they would be checked that they are checking electrical contractors properly. Like a self cert - self cert body. Or would the OFFSCHEEME just swing into action when there's a complaint?
Perhaps not in quite the way I was fantasising about, but I sincerely hope that something happens to force the scheme providers get their acts in order - and, as you pointed out yourself ('golden geese'), without some stick or other threat being wielded over them, their financial interest in keeping members will act as a disincentive for them to do anything voluntarily.I suppose John. Still not going to happen though.
