Well at least now you can consider your options with a clearer understanding of what the planners will be looking for, if the narrow garage is a deal breaker for you then I guess that's that but there might be scope in trying your luck but that guidance is pretty clear, they have every right to refuse an application that doesn't meet the guidance but it depends if you feel lucky or sometimes what side of bed the planner rolled out and to a certain extent the competence of your agent, perhaps you can negotiate a 600mm gap if that might work, in anycase assuming you went down the route of employing someone a decent designer should make you aware of the the guidance before you appoint them. If they don't then you should question their integrity.
