Sideways CU

Do small consumer units have to be fitted in an upright position. I have a small amount of space between kitchen units and the ceiling and one would fit better sideways?

I would avoid it at all costs. Mostly because it would look ****e! However, I have fitted socket outlets sideways or upside down before, where it has been more practical to do so.

No, you cannot fit a CU sideways.

Upside down in skirting? That's just a quick fix for when they've been put in too low! No, I'm talking about in extractor chimnies and data cabinets etc.
