"re-fixing or replacing enclosures"; you can't re-fix or replace something that wasn't already there.

again, at some point there was something on the end of the cable prividing a termination point withins some form of enclosure, so you are replacing the safe termination point and re-fixing it to the wall. ( doesn't say you have to re-fix it in the exact same place or with the exact same type of enclosure )
