Sorry - wasn't meaning to be dismissive, but really your 'designer' is clueless and it's frustrating seeing cock-eyed advice being peddled.
In a nutshell; 44° is OK; you can have 4 winders; you can narrow the stairs if it helps, etc etc. you/your 'designer' just need to be a bit more creative. And no, you don't want to gain a bedroom on top only to loose one below - some companies will just do the easiest and tell you this or that 'can't be done' or is 'against regulations'.
BTW your loft stair only needs to be 600 wide not 800 so that's 200 saved going by your dodgy drawing already.
