What happens if BC respond with "no good, must try harder" and bounce them back to the client?

Online calcs may or may not show sufficient details to satisfy a checking engineer. In particular, the OP who is inputting the data must be adept at calculating the actual loads because the online calculator can't work these out.
There are also other aspects to consider which no online calculator can do - the main one being lateral stability; it's no good being given a beam size, if
the opening for the beam makes the house unstable.
If a LABC checking engineer flags any of these points, then s/he is just doing their job.
But it doesn't invalidate the fact that they should check the figures themselves, rather than take the lazy (and unlawful) way of demanding that they be produced only by a chartered engineer.
The OP is paying Building Control to provide a service, which involves checking compliance with Building Regulations, which may ultimately involve checking figures to assess compliance with Part A (structure).
 
Even if the LA pay full attention to checking the figures, they can only assume that the input loadings are correct, so it's pretty meaningless isn't it.

A decent SE will always show elements of the structure - with materials - as part of the calcs, so that they can be checked.
