The Common Travel Area is a memorandum of understanding between the British government and the Irish Republic, it is not related to the EU freedom of movement laws.

I have been told that benefits are a lot higher in the Irish Republic, a single person gets around 200 Euros a week in unemployment.
There was a plan to house illegals in an old Billy Butlins holiday camp, that could be the reason why illegals avoid Ireland, as anyone who has ever stayed in a Billy Butlins 'holiday camp' will concur with.

It is confined to freedom of movement between Ireland and the UK.
It has been in force for a hundred years.
