you're absolutely right, the guardian reading civil service have massive sway, they are the ones who implement the government plans and if they are not interested they will not try, and nothing will ever be a success if you don't try!. Same reason brexit has been a failure, civil service had no enthusiasm for it and were quite happy to see it fail.What can she do if the civil servants simply refuse to do their jobs?
