It's quite obvious Clegg wasn't prime minister but he was leader of the liberals who formed a cabinet with the tories at the time effecting government policy.
Milliband would have found it hard to be prime minister given he was in the labour party at the time.

That goes without saying he's the figurehead but if you think these ministers are not backed up by raft of advisors then I don't know what stone you've been under all your life.
