So I reiterate there is no obligation on us to pay - we could refuse to pay then as I pointed out before it would become a murky legal issue which the Government itself understands.

At least you admit the the Government is under no obligation to pay the EU a penny.
Any payment to the EU is by mutual agreement of the EU and the UK.
To use your analogy of a credit card agreement ,the terms and conditions of any financial agreement only become legally binding when both parties sign on the dotted line.
As you know the terms and conditions to this agreement have not even been agreed to yet.
The EU can if they wish try to sue the UK but that would take years and by that time the EU will probably have collapsed.

The issue is whether it is legally enforceable to pay it- then it becomes a question of jurisdiction.

Your original source was the Institute of Government which is a remainer funded website.
Any information from these type of sites cannot be considered reliable or impartial so why do you insist quoting these sources.
My original reply was to nosall who claimed that the UK was obliged to pay the EU £39billion in the event of a no deal.
I pointed out that the UK government was under no obligation to pay the EU anything in the event of a no deal.
Although given Theresa Mays pathetic performance anything is possible.
Neville Chamberlain could have got a better deal than T.M.

It is quite simple, if the EU wants any money from the UK then something will be required in return.
Is it fair that in the event of a no deal that the UK should still hand over 39billion to the EU.
Tarrif free access to the EU with no political strings attached should be the minimum starting point before they get a penny.

You were hoping for a no-deal in the event it will make the UK wealthy. I was sarcastically pointing out it will not. Especially when you consider that the divorce payment will be made in instalments.
 
If, lol. Vinty is pinning his hopes on a no-deal in the desperate hope it will close down our commitment liabilities and make the UK rich!

FFS you could not make it up. We would pay it in instalments in any case.
