No, if they don't like it there's nothing stopping them from seeking alternative employment with more favourable "working conditions".
Their supporters are banging on like they are shackled and forced to work in the blazing cotton fields everyday. They have a choice! If they think they can find better remunerated employment elsewhere they know where the door is. We all know why they won't leave - they're on Easy Street.
The employees don't live in the real world, they believe it's a god given right to have a job (spurred on by the parasitic union bosses). There is so much bloat and wastage in organisations like this and the public sector it's endemic - engrained in the culture.
