You do realise handcuffs do not immobilise your hand and arm movements completely
It sounds like he he wasn't really in any state of self control, never mind having the presence of mind to fire on anyone.He was very difficult to control, he was very drunk, high on drugs, and he had so abused his body, he was on the verge of dying anyway.
