Let's not forget George was a very big man with a violent history.

He was very difficult to control, he was very drunk, high on drugs, and he had so abused his body, he was on the verge of dying anyway.

It sounds like he he wasn't really in any state of self control, never mind having the presence of mind to fire on anyone.
You're trying to justify his death at the hands, or knees, of a violent police officer (who had several previous complaints against him) by suggesting George Floyd was some kind of super villain..
Hde was face down, handcuffed. If the violent policeman was concerned about a hidden gun he would have searched George.
He didn't, he knelt on his neck instead.
