I used to unplug it and rub my fingers across the plug pins to try and discharge any capacitors.
Not exactly the safest thing to do I suppose, but after being unplugged for a few minutes, it usually worked fine.

I once put my finger across the plug of an AV cabinet - I got quite a shock, literally.
Unknown to anyone, the installer had connected two incoming leads together in a junction box in the cabinet, to share current.
Worked on my ethernet hub last week.
Works on my old router too. Seems to lose the internet connection now and again. Switch the router off for few mins, then Bob's your aunty's live in lover.
