Is the TV relying on an internet connection to set up?

I just assumed all TVs were like ours. You can set it up without an internet connection, but obviously if you want to stream, you then have to connect.

Maybe they have changed since ours was on the market.

Even if an internet connection was necessary to set up the TV, (if connecting by WiFi), the network credentials would have to be entered to enable connection.
...and that would very likely come after a "Select your language" screen - so unlikely a factor in this case.
 
Use a hammer..tap the corner of the screen. If it breaks, buy a new TV. If it comes on, keep the hammer handy for next time...
