For clarification its the thermostat thats showing 12 degrees C which is connected to a sensor in the bathroom floor. No gas central heating is currently switched on.

As I asked, are you absolutely certain that it's displaying the floor, rather than the room, temperature?
Whilst the thermostat is obviously controlling the UFH, it wouldn't be unreasonable for the controller to be measuring and displaying the room temperature, particularly given that some people try to heat a room with UFH.
As I (and TTC) have implied, I wouldn't be at all surprised if what is being displayed was room (not floor) temperature.
However, can you not tell just with your hand? In comparison with a room temp of around 12°C (which is quite cold, but probably reasonable for an unheated UK house in November), the floor ought to feel quite warm, possibly even fairly 'hot', 'to the touch' after the UFH has been on for 4 days.
24°C is still 13°C below body temp, so will still feel fairly 'cold' - but it should, for example, feel appreciably 'less cold' than, say, a wall in the same room.
