The danger with quoting from Parliamentary reports is that they are not always correct, or at least they might paraphrase or simplify the actual law. For instance, from the same report, you have been quoting on several occasions a figure of 14 years as the punishment for illegal abortion.
However, that figure is not correct. That is the punishment in Ireland. It has never been 14 years in the UK. The punishment in the UK is a maximum life sentence.
That is why I have been trying to explain the legal structure, using the actual Acts of Parliament. They are the only proper source of legal information. I know the punishment is a maximum life sentence in the UK because that is what is says in the OAPA. I can't imagine what would have happened if I had ever gone to court and tried to use a Parliamentary report as an authority.
When I see a Parliamentary report which says a form "must" be signed, my first questions are why and what would happen if it wasn't signed.
