I agree, I had 2 registered gas safe experts condemn mine when it was just the capacitor that needed changing. I generally just assume people aren't good at their job these days until proven otherwise. Doesn't seem unusual that someone can have 20 years experience being crap at their job and they never learn better. On the other hand an intelligent person with access to the internet can work out nearly anything. Thanks to some old posts by experts on this forum I figured out what the local "pros" couldn't and saved myself thousands

Gas Safe person has been deemed to be safe for carrying out tasks on the day the assessment took place. That is it- no more no less
A householder who is not all thumbs may well be able to fit his boiler by following the manual but end result may be lacking as there are requirements that will not be in the manual. A gas engineer will be able to hang or more likely nail the boiler to the wall without due care and get it operational. Same person may not know how the boiler ticks other than very basic checks
To repair a boiler is a different ball game. One needs to know about electrics and electronics, be conversant with that boilers sequence of operation and understands the mechanics of operation. Being able to use an multimeter and other instruments is paramount. Even then there are times the issue is difficult to pin down.
There is no one I know who can, hand on heart, say they can fix every boiler every time first visit.
There are guys who post here regularly who are very able in their chosen field.
I wouldn't hold that against anyone but what i saw was a lack of applying their mind to the problem. The issues me and OP faced seem like just needing basic understanding of boiler operation not something complicated by new technology. Like "if X isn't happening it must be either Y or Z" which you and even I could work out without seeing the OPs boiler. Its a worry if they don't know even such basic concepts of how they tick. Thats a bit embarrassing for the state of the people who looked at them. But like I say I think it was mostly a lack of applying their mind, couldn't be bothered or just wanted to nail a new boiler to the wall. Its the same in the car world. Technicians that replace modules. Not mechanics any more.

With respect to Linea boiler, fault finding flowchart in the manual Is excellent
Unfortunately weak pump is not seen as a defect for some reason, possibly because the pumps are quite reliable- it either runs or not. But then again a 5m head pump ( will show similar failure) whereas 6m one might not when the capacitor is no longer the badged value. This is where experience and appliance knowledge helps

We never ask to see proof of a builders qualifications do we, not sure why. I had an electrician around to quote, all seemed good, then as it was potentially open to disagreement later i texted him to ask for an email outlining the agreed work and price agreed. Never heard from him again. Guess he doesn't want a paper trail or was hoping to sting me later.
