Vokera procombi 85he

Im gas safe engineer and have a problem with Vokera procombi 85he.
Boiler doesn't fire up( at hot water tap open or central heating on), fan working, no fault displayed. When I open combustion chamber or pull the flue elbow up can hear air switch click and boiler runs.
What it could be? Fan problem? Flue is ok
