Something related was voted on and the answer was a resounding no - that in relationship to objectives of the war. Sorry - mentioned but I have no links etc nor am I entirely clear as to what it was about.
You may have noticed they refuse to send anyone with power to the talks. They always have to report back - the US have moaned about it.
