These rules would ensure everyone can use the facilities rather than selfishly bagging a spot they probably wont use for most of the day.
Are you saying that having a pitch by the pools' edge denies other folk (not by the pools' edge) their enjoyment of the facilities? Are you also suggesting that having a lounger (a base to keep your towels, day bag, floatation devives etc) should be permanently occupied for the entire day or be forfeited?

I don't get why people fly 1000s of miles just to sit by a swimming pool all day.
I don't get why a family of two small sprogs, flies thousands of miles to a resort with an excellent pool and not use it for a day. Bonkers.
 
I'm saying its bonkers to reserve something and then not use it. You look around these hotels and invariably half the reserved sun beds are unused and often they remain unused for several hours. Its rather selfish to reserve something you don't intent to use. Someone else could use it during that time. The attitude seems to be "I've paid for all this, so I'm going to use all it, all at the same time".
Jeezus fudging Christ! You must be childless or having a laugh. Have you ever been anywhere near a busy swimming pool at a popular resort?
Why on earth would I go to butlins if I didn't have small kids at the time? Both my kids learned to be able to swim by the age of around 3 and 4. I've never felt the need to reserve a sun bed. Bud then I tend not to holiday in beach resorts.
