If by wooden noggins you mean solid bridging, it's there to reduce bounce in the floor.

It's not about noggins, it's about people spouting nonsense about a very common old building technique. It was started by Hawkeye, a person of whom it is very difficult to work out what he is good at.

unusual choice of grouping, is it a bungalow? I have solid floors but was thinking about insulating between joists upstairs when I rewire my house as the ceilings will be coming out. Not sure how much better it will make it though what do you think?
I think that asking or taking advice from Hawkeye is worse than a bad idea that is very bad indeed.
 
It helps prevent the transmisison of SOUND between floors.

Well, I tried it when we built our extension. Between our kitchen/living room and our son's bedroom/living room upstairs. I could not have got any more insulation in. Did it sound proof the ceiling? Did it hell. Most sound is transmitted through the joists. You have to mechanically separate the floor upstairs and the ceiling downstairs (alternating joists) and this has to be done for most people at the time of building.
 
We're doing an extension currently where the builder is using some special MF bars from British Gypsum "resilient bars" that are screwed perpendicular to the joist as normal, but only on one side of the bar, the board is then screwed to the bar and not the joist.

This means the whole ceiling is somewhat floating. It's supposed to be really good for stopping sound travel as the sound is barely transferred into the bar.

Good thick underlay and decent carpet will work better than insulating between floors
