They run it much like the local council.. Whenever there's a problem, they form a committee to look at the problem. Decide what they want to do about it. Then , set up another committee to investigate possible outcomes. Set up yet another committee to examine the findings of the previous committee. Before ya know it, there's been a dozen or so "Committees" and at the end of it all, not one of them knows what's bloody happening (apart from claiming extra expenses for all these committee meetings)
