I think bedrooms were done like that intentionally to stop people outside seing sillhouetes of nude people in the bedroom !

The idea of them being put in hallway and common passage was so that you don't nick it and use it elsewhere.
It was because the lamps were not Dimmable.
Hallways were deemed to be areas were that was not a problem, most people wanted lounge and bedrooms Dimmable
