A dog can do what it likes: owner / keeper present, or not.


Unless you're proposing muzzling dogs at all times, including on and in private settings

The whole point about registration of dogs and public liability is that the owner becomes liable for the dog and it's actions.
A dog can only do what it likes if the owner lets it.
 
Quite often, the 'type' of people that own these large, dangerous breeds of dogs do it to make themselves look hard and menacing. Having to have them castrated, chipped, insured, muzzled and kept on a lead in public looses that appeal. Genuine owners have no problem with that.

If you are under full control of that animal, it can only do what you allow it to. If you are not in full control, then you have no place owning that dog.

Some dog trainer woman was interviewed, the other day.

"The problem is," she said "that people don't know how to incapacitate a dog, if necessary."
"Choking always works; I've subdued a Bully XL myself, using this technique".

What she couldn't answer was:

- and if it has no collar?
- could a child do this?
- and how would you deal with the second (or even third) dog?

You could apply your hills of beans to any "if" scenario, but that doesn't mean there shouldn't be laws or rules governing them.

FWIW, all I've seen you post is about licensing, training, insurance, and muzzling when in public.
Oh, and some false-equivalence about banning vehicles.
