I am sure that standing charges are the same but the point here is, surely, that meters were introduced with the sole purpose of charging the consumer for what they use,

They are.
Do you have rain water running into the sewage system?
Does your toilet flush?
These are what they base the standing charges on.

ABC as per your being a twonk of the highest order. Yes we know where Scotland is, yes we know you want to go your own way. Do it with your own money then, and sell us the water instead. But you know your health services would collapse without our subsidies, and thats for starters
