although i don't approve of such lights ( the more that blow the brighter the others become as the voltage increases across the ones left)
the fact is they do exist.
Would you rather the users of such a set had the problem of replacing each of up to 60 or 80 or whatever lamps one-by-one on a trial and error basis until they found the one which had blown?

The coil comes into effect when the filament blows
one reason to have a voltsense probe, just make sure that the continuous wire is neutral not live so that the probe can do it's stuff
 
Bit of a buççer trying to trace the wiring with a probe when the lights are on the tree with the wires mixed up with sharp needles and fragile glass baubles.

I don't know why you don't like the lamps which fail-closed, but I think I'll stick with them.
