Doesn't take away from the fact someone could get 30 out of 50 (or less?) and still be an infinitely better driver than someone who gets full marks but drives like an idiot.

I would assert many (most?) of those darting about too fast in built-up areas, tailgating, speeding etc know what they should be doing but elect to ignore the theory
