Yellow artic cable for external lighting can be used?

I am not an electrician. My limited experience of working with "artic" cables is that the become very stiff when using them when the temperature drops. Not an issue for installed cables though.
The whole point is arctic cable does not go stiff at lower temperature, ordinary PVC behaves as you say.

...so it says 'installed and handled' (not 'used') down to plus 5ºC. So not very suitable for a building site, but fine in a domestic environment. What a strange standard!

Ahh, I'd take a side step to arctic cable to BS6500.
It's hard to see where the name Arctic comes from in this case. But all the Arctic cables I found when I looked it up were to BS6500.
