Because installing nuclear and renewables is the rational choice. That their population is smaller than the UK's is irrelevant, they have 11m people, and that is a fair number of people. They started phasing it out in 1980, and due to the aftermath of Covid that caused the energy crisis they started to move back in to nuclear energy.Its not a downgrade.
