Personal view. Employers get out of paying NI contributions by restricting employees hours, so they don't earn the minimum threshold for employers contributions.

No, just earnings.An increase in the tax threshold could offset any payments by employees, I just don't think it fair that employers can avoid NI by limiting workers hours.
