Like so many other things, it's a problem that has been allowed to accumulate to crisis proportions:

The burning issue are those arriving illegally by small boat having paid people traffickers. The previous method was hiding in lorries.

Who knows? Not the government. They're undocumented, undiscovered migrants and the government don't know where they are or what they're doing.
It is estimated that there are 1.2 million in the Greater London area, if I recall correctly.
The government have criminalised their employers and their landlords.

You must be looking at a different chart to me. It tells you the total number of detected unauthorised arrivals and splits it into air arrivals, arrivals at ports and small boat arrivals. Is there any other way into the UK?

It will not include over stayers, but does include detected undocumented immigrants.

Over stayers aren't being put in hotels or barges anyway, so irrelevant.
