You could read this as a criticism of the party you support. Plenty of years to change pensioner poverty levels for various reasons. Care costs tend to be looked after when there is need but not until there is. I live in a house that was owned by 2 spinsters. One going into care - no worries the other had some real ones.

Fuel bills are paid monthly based on an average over the year and previous usage. This allows Labour to argue for the change. The other aspect that does is the the situation in previous years. Income and fuel costs then.

Rather a lot of pensioners also have additional income over the state pension. That in itself makes 4/5 dubious. NGO's can be a pain in this area as they campaign. In some respects this even crops up in relationship to Israeli problems or any other body that campaigns for just about anything.

That implies more on pension credits but some in care will probably complicate it even more. Also those that live with a family. Certain ethnic groups can be into that sort of thing. The ones I know that did it where not.

The mystery is why some have not claimed. Some seem to think pensioners are thick and couldn't handle the claim Maybe cash reserves figure. Something parties ramble on about. Set low and then decide that this discourages saving so increase it. TBH where I have details it is still too low. IMHO.
 
"don't need/want charity/benefits" is often the reason. But when the state comes for you, you change your stance.
