The RAF probably does need an air to air refueller, which is what this plane is. Given its military use, it doesn't much matter what colour it is but if it can also be used for the Royal Family and for promoting the UK around the world why not give it a UK theme paint job?
Do you not think that it will need a really quickie paint job if it's ever needed for real in a military function?
A red white and blue plane is really easy to spot, compared to a dull grey one.
